If you are talking about rules for the media and what it puts out. There should be very few rules. ethics of stories being true for one. Right now a big problem is ownership. There are 3 or 4 Main owners of every show u see news or not. That is a problem because than u are limiting content. The more different owners the better. People Will get a broader form of content.
